Resolved
Reason: our server containerization infrastructure (docker) EU started could not work
To solve this issue:
1. We've upgraded our docker and containerd packages
2. For *.shortcm.li subdomains and for CNAME custom domain configuration: failure in a single region will not affect availability of short links
