Update
The problem has been identified and the fix is in testing. After the tests are passed the solution will be applied to all the unreachable Exalate instances.

Investigating
Exalate service can be unavailable for some cloud-based environments. We identified errors related to memory usage and currently working on the resolution with the highest priority.
