The incident has been resolved. There have been no issues in the last hour, and the updates mentioned before have shipped to production.

Monitoring
We're monitoring the situation - everything is normal currently and no issues, we are shipping a long term fix.
The issue was caused by a job that sends events to the front end to display the terminal getting blocked by some other jobs in a high priority queue internally. We're shipping changes to a) have a new "interactive" queue, which only deals with user-interactive jobs b) to stop the job that was blocking from being enqueued more than once with the same parameters. These should be live in the next 30-60 minutes.
