We observe that our systems have recovered now as AWS has taken the appropriate actions and confirmed the resolution.
Please refer to the below details specific to products: Care: Care has recovered, and users are starting to log in to the system. Community: Some communities were unavailable due to this issue intermittently, and now they are also recovered.

We are experiencing an AWS infra issue with Care & Community for US-hosted customers. As a result, Care & Community is unavailable/users can not log in to the system. We will keep you updated on the progress further. You also can track https://status.aws.amazon.com/ for more information.
