We can confirm that the rolling restarts are resolving the issue. We anticipate them to go on for a few more hours, if you instance has already restarted then you are all set. Apologies for the inconvenience.

Investigating
Due to an outage from an external service we were unable to recover completely, we have initiated rolling restarts on all regions. We apologize for the inconvenience and we will update statuspage and this post once restarts are complete
