AWS was able to implement a fix for the underlying issue and we've confirmed failures have ceased. At this time we're considering this incident resolved.

We've identified the issue causing the failures and we're engaged with AWS on mitigation. Failures are decreasing at the moment, but still intermittent, re-calls may complete. We'll continue to advise as we updates become available.
