The issue was found to be specific to Google Chrome and has now been resolved by Google.

Investigating
Download attempts of all Cortex XDR Agent installers are currently marked as insecure, blocking file download. Customers who see this warning can dismiss it and keep using the installation files.
Palo Alto Networks Engineering is investigating the issue and working to remove this warning.
