Slow database performance appeared to be the root cause of the email delays. Once the mail queue was behind, the database was under additional load trying to catch up. Once traffic levels subsided, database performance stabilized.

Messages queues are beginning to drain, and delivery rates are starting to return to normal. A root cause has not been identified yet. The team is continuing to work on the issue. Email delays can still be expected while the queues complete draining the backlog.
