SIM state management latency has returned to normal.

Update
We are continuing to monitor the ongoing latency with SIM State Management on some Particle SKUs. All SIM activations/deactivations for the affected SKUs are ultimately going through, but with delays that can exceed 2 hours in some cases. Engineers are actively working on the issue, but it may be some hours before it is completely resolved. As soon as we see indication of latency reduction, we will post an update. In the meantime, we encourage executing SIM activations/deactivations well in advance for critical operations.

SIM activations for E402, B402, T402, ELC402, and Boron 2G/3G devices are taking longer than expected, but are ultimately completing without issue.
Particle is monitoring the situation and will post an update once one is available.
