Between 23.10.17 4:00AM to 23.10.18 8AM, we experienced an outage of a few Jira instances. The issue has been resolved and the service is operating normally.

Update
We keep investigating the issue that causes some Jira sites being inaccessible and impacting Jira Service Management and Jira Software Cloud customers. The impact was partially mitigated but the root cause of the issue remains unknown.

Update
We do not have a root cause for the 500 error problems impacting Jira Cloud. We are investigating and will post updates within the next couple hours.
We were able to identify the mitigation though, we are applying it to all the affected tenants now and keep monitoring the situation.
