The root cause of this issue has been identified and remediated. It appears that clients are now able to access BCIT systems and applications.

Analysts have identified an issue with the identity system that is preventing some BCIT accounts from logging into various BCIT systems and applications including; People Admin, Millennium, Chrome River and others. Analysts are working towards remediation of this issue.
