PaaS portal has been restored. Microsoft is continue working with KeyVault team to investigate RCA. We will continue to provide updates as soon as we have more information.

Update
Microsoft has updated the scope of the issue: a subset of customers using Azure Key Vault in West Europe and North Europe may experience intermittent failures when attempting to perform operations for these resources in these regions. Resources leveraging the services from Azure Key Vault may also have seen downstream impact.
They are continuing to investigate the underlying cause and are working with relevant teams on mitigation steps.
