We are monitoring what appears to be the root cause at https://status.salesforce.com/generalmessages/697. The timeline roughly matches the time we started seeing this in our logs.

Identified

We have detected sporadic failures in attempting to retrieve Platform Events with a message indicating "We are down for maintenance." being returned from Salesforce. This seems to be affecting a small number of customers so far.
