Identified

We have identified an issue creating Azure clusters for some customers. This primarily affects Projects which have never had Azure clusters before or have never had them in a particular region. Affected customers may see the "blue bar" for an extended period of time while we address this with our upstream providers. Existing clusters are unaffected.
