API stability is returning. We are now gradually allowing projects to start up. During this time, requests to the editor or lives sites may be be slower than usual.

Identified
Part of our infrastructure that is used for routing traffic to projects appears to be unhealthy. We are experimenting with provisioning fresh infrastructure to see if that resolves the issue.
