A majority of affected devices have been fixed we are working to fix the remaining devices.

Investigating

We have received reports that Ring devices are only notifying for "Person Detected" events. This is the expected behavior for People Only Mode which reduces notifications by filtering out non person detected events. If People Only Mode is turned off events should not be filtered.
