Mastercard and ING Bank identified the problem between their systems and a fix is being worked on by ING.

Mastercard users (mainly from the bank ING) might be experiencing undue Soft Declines on 3DSV1 and 3DSV2 transactions.
These disturbances are due to an issue between our PSP component and Mastercard. Investigations are ongoing with Mastercard, we will keep you informed.
