We've been informed by DHL of the following disruption on their Returns API:
> actually there are restrictions on the function Return. The restriction affects the label request for the following countries:

> FR
>
> Due to the technical restrictions, labels for the listed return countries cannot be created.
> This applies to the order channels webservice (API Returns) and websites.
