We have mitigated by restoring the DB from backup to a different mysql instance. the original instance is still not working and we are waiting on google support for an answer.

cloudsql is having issues right now and there appear to be a few issues going on at Google which could impact the following Blameless Services: IAM, SLO, audit logs and dashboards. We have a mitigation strategy in place and are executing on it now.

The Google cloudsql is having some issues which seem to be cascading into some of our services: You could experience service degradation or interruption for IAM, SLO, audit logs and Dashboards

The Google cloudsql is having some issues which seem to be cascading into some of our services. and there appear to be a few additional issues going on at Google. You may see some service degradation on Blameless Products. We are monitoring the situation and will keep you informed.
